Meet IGG Kamya’s women deputies
Last year, President Museveni made changes in government, including in the Office of the Inspector General of Government (IGG) when he appointed Beti Olive Kamya to lead the inspectorate. He also appointed two other women to deputise Kamya. These are Mrs Anne Twinomugisha Muhairwe, the deputy IGG, and Dr Patricia Achan Okiria, the Second Deputy IGG, while Mrs. Rose N. Kafeero, the Secretary to the Inspectorate of Government, joined the anti-corruption agency earlier. But who are these three ladies?
Ms. Anne Twinomugisha Muhairwe
Ms Twinomugisha is a seasoned lawyer. She is a member of the Uganda Law Society, and has served under the Uganda Christian Lawyers Fraternity, East African Law Society and Uganda Federation of Women Lawyers. She also spent 15 years in the Ministry of Defence and Veteran Affairs under various portfolios; first as a prosecutor in the General Court Martial and rose through the ranks to the level of principal legal officer.
According to the IGG website, Ms Twinomugisha holds a Master of Arts Degree in International Relations and Diplomatic Studies from Makerere University, a Post Graduate Diploma in Legal Practice from the Law Development Centre, a Post Graduate Diploma in Public Administration and Management from Uganda Management Institute and a Bachelor of Laws Degree from Makerere University. She is also credited for the establishment of the Veterans Legal Aid Clinic and creating a supportive mechanism for women’s involvement in peace building.
Dr Patricia Achan Okiria
Dr Okiria was until recently a member of the Uganda Human Rights Commission (UHRC), which she joined in March 2019. She is hailed for publishing many documents on anti-corruption such as training journals. According to Newslex Point, she served in the Directorate for Ethics and Integrity for over six years, from 2010 to 2016 as the principal legal officer and later as acting director for legal services.
She has also worked with the Ministry of Works and Transport, where she served as policy and legal advisor, mainly in charge of legislative drafting for transport policies and laws; from 2016 until the time of her appointment to UHRC.
Regarding her education, Dr Okiria holds a Doctor of Laws in international human rights from the University of Pretoria, South Africa; Master in Laws in Human Rights and Democratisation from the same university and a Bachelor of Laws from Makerere University. She also holds a post-graduate diploma in legal practice from the Law Development Centre and is an enrolled advocate of the High Court of Uganda.
Mrs Rose N. Kafeero
Mrs Rose N. Kafeero is the Secretary to the Inspectorate of Government (the Accounting Officer) where she is the Head of Finance and Administration. According to the IGG website, she provides policy direction for the Inspectorate of Government, ensures budget and budgetary control, provides effective coordination of the activities of the office and manages and coordinates the administrative matters of the Institution. She has previously served in the Ministry of Public Service from 1999, where she rose to become the Deputy Secretary for the Public Service Commission.
After university, she started as a human resource management officer then senior personnel officer, and rose to become the principal personnel officer. She was later promoted to commissioner, before moving to the Ministry of Public Service. She has also served as the Permanent Secretary of the Inspectorate of Government.
